Replace with ‘clean’ dirt. I like the idea of a working organic urban farm. Could be combined with low-income housing and pre-school. Include a butterfly garden. Public paths for access.

At first I thought there should be several narrow piers/docks at the end of the peninsula for fishing, including ice fishing in the winter. But then, given the toxicity of the fish, I thought it would be better to extend the peninsula a little bit with landfill – plan weekly/monthly/daily/(constant? – if so use flammable landfill) bonfires for the pleasure of residents and fireworks for the navy pier ferris-wheel riders. At least the fish won’t burn.

Alternatively, go back to the pier idea, catch the fish, and instead of eating them (recommended dosage of Lake Michigan fish per year: no more than one meal per month), use them to make children’s pajamas (and mercury thermometers). You might need a specialist to get the smell out.
